
Construction Portfolio Manager

The Construction Portfolio Manager role requires a seasoned professional with extensive experience in managing complex construction projects. This individual will be responsible for overseeing the successful delivery of infrastructure department portfolios, ensuring that all construction activities are carried out safely and efficiently while adhering to quality, schedule performance, and cost requirements.
Key Responsibilities
- Ensure safe delivery of all construction works, ensuring compliance with relevant legislation and maintaining accountability for on-site risk assessments and method statements.
- Conduct constructability reviews and contribute to programme-wide reviews to guarantee deliverable programmes within performance metrics.
- Advise Programme Directors on programme deliverability, providing guidance on performance metrics and supporting the effective management of the construction supply chain.
- Maintain oversight of project finances, tracking changes, orders, payments, and expenditures.
- Drive programme teams' adherence to construction strategy and delivery plans, championing best practices across programmes.
- Collaborate with procurement teams to ensure tenderers are suitably qualified, have provided accurate data, and adhere to construction methodologies.
- Monitor contractors' compliance with planning, statutory, and environmental legislation, and manage team performance using clearly defined targets focusing on safety, financial performance, quality, and service.
Required Skills and Qualifications
- 20+ years' experience with a minimum 10 years managing complex projects, and a proven track record of managing high-value construction activities within major aviation/transportation programmes.
- Strong knowledge of infrastructure, engineering, and delivery, particularly around construction methodologies.
- Demonstrable leadership and management experience, including construction management, project management, and financial management.
- Programme planning and governance expertise, with the ability to set team goals, objectives, and priorities, establishing clear roles and responsibilities for direct reports.
- Tangible experience documenting best practice construction development and implementation frameworks, policies, and standards.
- Outstanding track record of delivering construction/asset delivery projects to time and within allocated budget.
- Experience dealing with various stakeholders at all levels, influencing process improvements and providing guidance to support project delivery.
