Programme Excellence Role

The opportunity supports country teams to develop well-structured programmes and strengthens programme quality through Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL) and Project Cycle Management (PCM) systems.

Trócaire is an International NGO working with local partners and communities to address the underlying causes of poverty and injustice. The organisation operates in up to 20 countries across Africa, Asia, Latin America and the Middle East and is committed to safeguarding and inclusion.

Responsibilities
  • Support country teams to implement effective PMEAL/PCM systems.
  • Collaborate with colleagues to enhance programme quality.
  • Develop organisational policies, standards and tools related to PMEAL/PCM.
  • Travel to support staff and partners in programme quality activities.
Qualifications and Experience
  • Strong technical expertise in PMEAL and PCM.
  • Proven experience designing and implementing PMEAL systems in development and humanitarian settings.
  • Experience facilitating training and mentoring; able to review PMEAL components of project proposals.
  • Ability to collaborate effectively with excellent communication skills.
  • Willingness to travel regularly, including to fragile contexts.
  • Proficiency in French is essential.
