It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority ("New ERA"), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund.
The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI).

HBFI has been established as a commercial entity, providing finance at market rates for commercially viable residential developments.
In response to its broadened mandate, there are new opportunities and demands being placed on HBFI to deploy additional finance in the funding of new home building.
The level of lending is being significantly expanded as a result of a number of new products.
Role Summary The Senior Credit Manager / Credit Manager will be responsible for the analysis and proactive management of credit within the development funding loan portfolio.
The successful candidate will be expected to have a track record of carrying out detailed assessment of development funding loan proposals, identification of risks and risk mitigants with a strong emphasis on delivering high service standards, building strong relationships with internal and external stakeholders and the implementation of internal policies and procedures.
Principal Accountabilities Responsibilities will include, but may not be limited to, the following: Credit Risk Management: Support the lending team to assess, evaluate and structure credit applications in line with credit policy.
Carry out detailed second line assessment and interrogation of credit proposals to ensure the highest standard of credit analysis and make recommendations to the appropriate sanctioning authority.
Contribute to the ongoing monitoring of the loan book through the drawdown process, account reviews and review of KPI reports Identify early indicators of stress in the portfolio and support the lending team with any required work out plans Contribute to the impairment review of the loan book in line with impairment policy.
Ensure required cooperation with internal and external auditors.
Policy and Procedures: Contribute to the ongoing development of appropriate policies, processes, and procedures necessary for HBFI to achieve its stated objectives and business targets.
On a continual basis, contribute to the improvement of operational efficiencies and practices to maintain high standards in the delivery of the funded schemes.
Relationships with other business divisions: Work closely with the HBFI Lending Team and other areas within HBFI and the NTMA in order to facilitate effective communication and working practices.
Knowledge & Experience Minimum 4/6 years' experience of credit risk management in a financial institution with a proven track record in assessing credit proposals for residential funding proposals.
Proven ability to critically analyse and evaluate credit risk in a residential funding environment.
Strong knowledge of lending agreements, covenants, and security requirements.
Good understanding of relevant financing models and data with an ability to review, understand and interpret audited financial accounts and financial forecasts.
Demonstrated sound commercial judgement and market awareness.
Have extensive knowledge of the residential property development market in Ireland.
Skills Commercially focused with strong analytical and decision-making skills.
Ability to demonstrate independence of mind and make well-judged decisions.
Well-developed leadership and networking skills.
Strong relationship management skills and proven ability to work with team members and other stakeholders.
Ability to identify key risk issues in negotiation of borrowing facilities and to deliver alternative solutions if required.
Strong organisational skills and the ability to prioritise and manage own workload.
Proven commitment to highest service standards.
Excellent communication skills, both verbal and in writing.
Exemplary governance and ethics.
Proficiency in Microsoft Word, Excel, and Outlook.
Qualifications A third level qualification preferably in credit, banking, or other relevant discipline, and/or equivalent professional qualification.
Pension Abatement If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
