Bracken Recruitment are partnering with our client a charity who provide support to many people to recruit for a Housing & Facilities Lead to join their team. The primary functionofthe Housing & Facilities Lead is to be responsible for the management of the respective facilities, housing, services/supports sub functions, ensuring that capabilitiesandactivitiesofthefunctions, andthatthedepartmentactivities align to and meet the strategic goals of the organisation. The role requires demonstrated competence and excellence particularly in planning, organisational, communication, budgetmanagement,procurement,understandingofvalueformoneyandnegotiation skills, as well as competence within all stages of the property development project management, related regulatory requirements, permits submissions and the effective managementofprocessesfromplanning,todesignthroughtodeliveryofhousing,or supportswiththoroughdocumentationandreportinginvolved. Benefits include: 25 Days AL Hybrid working Monday - Friday 9 -5 Flexitime Excellent Pension Scheme The following is a list of theprincipal duties and responsibilities involved: Facilities & Housing Toprovideseniormanagementsupportandeffectiveleadershiptothehousing team, includingmaintenance, ensuringemployee andcontractor commitment to achieving service delivery. Topromoteapositiveandprofessionalimageoftheorganisation. To set and ensure delivery of high levels of performance regarding all aspects of facilities & housing, To ensure planning and implementation of key tenancy requirements within orgnaisational policies and procedures. To establish the key initiatives and Key Performance Indicators (KPIs) which align and support the Strategic Management Plan. Establish and deliver the appropriate actions to ensure that KPIs and their key Performance Indicators are met. To control, monitor and review the delivery of facilities in accordance with agreed targets and services standards of the organisation. To ensure that all facilities are delivered in accordance with agreed policies/procedures of organisation. To prepare and present performance management reports to the Financial Controller and provide regular Management Reports as required. To ensure, in conjunction with the Financial Controller, that all buildings are registered, insured, carry full leased & rental income accounts (community houses) and such matters are reviewed annually. Toworkcloselywithallmanagementinrelationtoallaspectsofyourrole Toactivelyleadbusinessmeetingsrelatedtoyourduties. Service Development and Improvement To ensure the effective monitoring and regularly review all tenant and estate management services to ensure they are continuously improving. To ensure that appropriate mechanisms are in place to deliver continuous improvement in service delivery and customer care in accordance with policy and Strategic Plan. To manage the implementation of new housing management initiatives and review these initiatives regularly. Tohaveresponsibilityfordevelopmentofandintroductionofeffectiverisk managementprocesseswithinhousing,operations To contribute to the development and implementation of corporate policies, priorities and procedures. Development Operational Contributetotheidentification,creation,andpursuitofnewdevelopment opportunities in line with the objectives of the organisation. Liaisewithotherorganisations,particularlylocalauthorities,todevelop beneficial relationships. Undertake project development and delivery, scheme work submissions and assist with the development of finance monitoring. Engage in feasibility exercises and project appraisals and submit these to the Financial Controller Assistinthereviewofconsultantsandcontractors. Property acquisition/property development AgreebriefwithFinancialControllerregardingallaspectsofproperty acquisition or development. Instruct and negotiate with solicitors on the purchase of properties and land when authorised by the Financial Controller. Instructandnegotiatewitharchitects/surveyorstosurveyandprepare schemes and costs when authorised by the Financial Controller. EnsurecompliancewithallapplicablelegislationandguidelinesforallProperty acquisition/property development, including all aspects of on-site works. Customer Care To provide a comprehensive service to all clients using client feedback to improve and develop services. Toinvolveclientsinprioritising,reviewing,anddevelopingservices. To respond effectively to clients complaints and comments in accordance with policy. Training Attending training appropriate to this role and as assigned by the Financial Controller. Toprovidetraininganddevelopmenttostaff. General Tocarryoutanydutiescommensuratewiththenatureoftheworkandlevelof responsibility involved, as may be required by the Financial Controller. Torepresentthe organisationasrequired. To ensure compliance with Public Procurement Guidelines, GDPR and all key legislative obligations regarding all aspects of housing, services/supports, and all related programmes. Toexercisediscretioninallaspectsoftherole. Personal Specification Knowledge and experience of operation within housing legislation. Knowledge and a demonstrated competence within the technical aspects of void, rent, repairs and maintenance. Experience and demonstration of effectively working with social landlords, statutory and voluntary agencies, building and maintaining excellent relationships with same. Demonstrationofastrongcustomerservicefocus. Goodorganisationalskills,withabilitytobeflexibleandworkonowninitiative. Provenexamplesofresolvingdifficultsituations. ProjectandChangeManagementexperience. Demonstratedabilitytobeflexibleandtoworkonowninitiative. Demonstratedcompetenceineffectiveorganisationalandleadershipskillsand ability to manage a diverse team. An ability to deal with confidential information in a discreet and responsiblemanner. Excellentanddemonstratedcommunicationandinterpersonalskills. ExcellentITskillsandreportwritingskills. FullandcleanDrivinglicenseanduseofowncar. Desirable: Recognised qualification in the management of Housing, or their managed services.
