About The Land Development Agency
The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact.
It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government.
The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes.
It also works in partnership with the country's largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government's Project Tosaigh initiative.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
The Role
This is a new role within an expanding Team and will offer the right candidate a fantastic opportunity to work on a wide range of transformative projects across the country.
The successful candidate will be an experienced Block Property Manager and will be tasked with management and oversight of external service providers in the delivery of block management along with providing internal advice on building/OMC operations to multi-disciplinary internal teams.
The ideal candidate will have all necessary technical, property and commercial acumen required to successfully oversee the management of large residential apartment blocks.
In addition to being a strong and effective communicator, candidates will need to be flexible, driven, motivated and critically possess the ability to be adaptable to respond to the exciting challenges of the LDA mandate.
This role will afford the right candidate an opportunity to develop existing and new skills, taking their career to a new level.
Key Responsibilities
Directing and working closely with the external block property management and/or internal teams as applicable.
Work closely with the Cost Rental Lettings Team to support the delivery and operational set up of cost rental apartment blocks upon completion.
Provide block property management/operational and internal advisory services as appropriate in the management of LDA sites as per allotted portfolio.
Review and advise, from a block operations/property management perspective, on development proposals and future schemes.
Undertake site assessments in advance of cost rental block handovers to the LDA to identify any matters that may influence apartment block operations and management.
Appointment and oversight of external block property management agents and service providers to manage the operations of LDA cost rental apartment blocks.
Provide oversight and support in respect of the initial block operations set up and mobilisation including the transfer of safety file information, planned preventative maintenance programmes and contracts, operational budgets, key handovers, etc.
Provide support in respect of the set up of individual Owners Management Company's.
Provide oversight, support, and guidance in respect of the ongoing management of planned preventative maintenance, ad hoc projects/works, maintenance contracts, schedules, site safety files, health and safety reports, site maps, leases, and all other statutory and legal documents.
Ensure statutory compliance in respect of Planning, Health and Safety, Building Regulations and any other applicable legislation or regulation to the sites within their portfolio.
Overseeing operational expenditure and liaising with the Accounts Team to ensure efficient running of operations.
Includes supporting the production of monthly and annual accounts, reviewing invoices for payment each month and actively investigate cost reduction opportunities.
Liaising with contractors, procurement, internal teams, and management in respect of on-site works.
Seek competitive quotes for works in compliance with LDA procurement guidelines.
Support the development of LDA strategies for property asset management.
Conduct cost comparisons for all operational contracts, including the monitoring of energy usage, to support efficient financial operations and budgeting of each cost rental block within the allotted portfolio.
Monthly reporting to the Senior Site Property Manager in relation to the management of sites and services within the allotted portfolio, including costs, operational matters, and risk management.
Collaborate with internal teams to implement new property management systems to collect, store and analyse all property information for compliance and decision support purposes.
Preparing weekly/monthly reports for internal meetings and project reviews.
Ensure portfolio and external contractors comply with applicable legislation, regulation, and best practice in the delivery of their services.
Proactively develop skills to ensure career development.
Other duties as may be required based on the evolving operational requirements of the LDA.
Person Requirements
Have minimum 4 years of Block property/facility management experience.
Ideally, hold/qualify for a PSR Category D license.
SCSI or other professional body membership desired with pathway identified to Chartered/full member Status.
Excellent relationship management skills (both internal and external).
Excellent communications skills – written and verbal.
Understanding of title and OMC company and legal documents.
Broad knowledge of general property management skills across varying markets.
Good technical proficiency to enable communication in technical terms with relevant personnel.
Detailed knowledge of the issues and developments and current thinking in relation to best practice in Property Management.
Understanding of planning and development laws along with working knowledge Building Regulations.
Have a good working knowledge of current opportunities and trends in estate management, having the capability to advise on opportunities for maximising operational efficiencies.
Must have own car and full, clean driving license.

Excellent attention to detail is required and proficiency in Microsoft Office and Excel.
Experience of other property related IT systems desired.
Ability to work well within a team environment.
