Overview

Head of Outsourcing Governance Ireland — JPMorganChase (CIB) is seeking an Executive Director to lead the Ireland Outsourcing Governance (OG) team and framework across all Irish legal entities. The successful candidate will lead the Ireland OG team and evolve the OG framework to comply with regulatory guidelines for outsourcing and third‑party management, including the Central Bank of Ireland (Investment Firms) Regulations 2023, the Central Bank Cross‑Industry Outsourcing Guidance 2021, the Digital Operational Resilience Act (DORA), and the European Banking Authority guidelines on outsourcing.


The position is currently a controlled function (CF) role. The candidate will manage the OG team to drive the strategic outsourcing governance agenda, partner with the relevant legal entities to assess, review and approve outsourcing engagements, identify and execute process improvements, enhance the control environment and proactively mitigate risk through effective governance.


The candidate will also manage regulatory changes impacting the Ireland outsourcing framework. They will represent the Firm in engagements with regulators and industry organisations, to clarify the Firm's understanding and application of outsourcing regulation, advocating for simplification and regulatory alignment in outsourcing and third‑party management processes.


The role reports locally to the Ireland Country Head and functionally to the JPMorgan SE European Head of Outsourcing Governance & Oversight. It is also accountable to the heads of the Irish legal entities for OG issues impacting those entities.



Responsibilities
  • Manage and lead the Ireland OG team to deliver effective outsourcing management, control and monitoring processes.
  • Maintain up-to-date Ireland OG framework to meet regulatory demands.
  • Chair monthly Outsourcing Forum meetings, ensure effective challenge and concise minutes.
  • Report OG matters to Boards, the Location Operational Risk and Control Committee, and the Local Management Committee.
  • Build relationships and communicate with stakeholders across the first, second and third lines of defence.
  • Engage with regulators and industry associations on OG matters, advocating for clarity and regulatory alignment.
  • Collaborate with internal and external auditors and clients on OG matters.
  • Develop a clear strategy and roadmap for the Ireland OG function.
  • Maintain robust controls and full documentation of outsourced activities.
  • Maintain a comprehensive inventory of all outsourcing arrangements to regulatory standards.
  • Escalate risks timely to senior management and risk forums.
  • Collaborate with partners in the UK, the EEA and other locations to drive process and framework synergies.
  • Present a clear view of Ireland systemic requirements to firm-wide CTPO organisation.


Required Qualifications, Capabilities, And Skills
  • Strong leadership to develop the Ireland OG team.
  • Expertise in Ireland's regulatory framework for outsourcing and third‑party management, including the Central Bank of Ireland (Investment Firms) Regulations 2023, the Central Bank Cross‑Industry Outsourcing Guidance, the Digital Operational Resiliency Act (DORA), and the European Banking Authority guidelines on outsourcing.
  • Ability to chair monthly Ireland Outsourcing Forum meetings with constructive challenge.
  • Experience in managing internal and external stakeholders and relationship building.
  • Experience delivering cross-location projects.
  • Ability to support regulatory-related projects and firmwide objectives.
  • Excellent interpersonal skills to engage and influence across levels.
  • Ability to build strong OG relationships with heads of the Ireland legal entities, and externally with the regulator and industry associations.
  • Ability to take ownership, work independently and manage multiple tasks in a fast-paced environment.
  • Action-oriented and outcome-driven to deliver results within deadlines.

  • Communication and Stakeholder Management – clear reporting and presentations.
  • Ability to present at governance forums and to multiple stakeholders, including legal entity Boards.
