Quantity Surveyor Salary: €71,072 - €91,100 Background TII is the Sponsoring Agency responsible for light rail and as such is tasked with the procurement, delivery and operation of light rail services and also the design, procurement, management and construction of new light rail projects. The Project Services Department is responsible for developing and owning the plans, core processes, control systems and business intelligence that enable TII to manage its multi-million portfolio of road and public transport projects and infrastructural assets in an efficient and value-adding manner. The primary role of this department is to standardise and integrate the activities of commercial management, risk analysis, quality and time management (scheduling) in the effective planning, delivery and ongoing monitoring of TII projects. The main functions of this department include: Providing authoritative advice and professional expertise in scheduling, estimating and administering all capital projects. Creating and programming Time, Cost and Risk data and performance metrics across all project activities and reporting that information concisely at all levels across the organisation. Ensuring the commercial management of construction contracts from initial production of (or checking of) contract documentation to agreeing final accounts of contracts post construction, where TII is the client, and providing support and expert advice where TII acts as Approving Authority only. Contributing to the development of strategies for project & programme delivery. Developing and maintaining a cost estimating capability related to the remit of TII. Managing and analysing contractors programmes including evaluating extension of time claims. Advise on/set standards, for consultants supervising Local Authority contracts, in the area of constructing as-built programmes for use in claims management and dispute resolution. Developing and maintaining risk management procedures. Production and maintenance of project & programming risk registers including the use of both cost and schedule quantitative risk analysis. Administration of framework agreements and contracts for the division and provide support for the procurements as required by the heads of departments within the organisation. Managing and maintaining Corporate and Project quality management system to the ISO 9001 standard. Supporting the Corporate Risk Manager as required. The Project Services department is divided into the sections mentioned above namely: Commercial, Planning, Risk and Quality. Each section contains one or more lead personnel who report directly to the Head of Project Services. The Commercial section is divided into Roads, Light Rail and Cost Management / Reporting. ROLE, DUTIES AND RESPONSIBILITIES This role will be based in the light rail section of Project Services which currently supports new Luas Projects (Luas Finglas, Luas Lucan and Luas Cork and early development of projects listed in GDA strategy) and the Luas Operations section. The key areas of responsibilities for this role are: The commercial management of assigned projects/contracts under the direction of the Commercial Leads and in accordance with TII & NTA Guidelines including funding applications and NTA project gate approvals. Provision of sound commercial and contractual advice to projects with particular focus on programme, risk and cost control, dispute resolution, contractual matters and procurement / contractual approaches. To manage the performance of assigned staff and support their professional development. Commercial management of consultancy and construction projects, which includes payment valuation, claims & variation management and dispute resolution. To participate in tender process through preparation of tender documents, tender evaluation, contract negotiation through to award and also reviews of tender documentation. To participate in the risk management process Co-ordinating the outputs of other project services departments (Planning, Risk & Quality) into the commercial management and reporting of the project/contracts assigned. Ensuring the provision of input and advice on the establishment of scheme estimates and the maintenance of the unit rates data base. Coordinating the procurement and administration of Framework Contracts as required. Undertaking such tasks, activities or other duties as may be required or assigned as appropriate to the grade. All of the divisions within TII have inter-dependent responsibilities and close cooperation and teamwork is required Note: The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time. The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII and may be assigned to other such roles as business needs arise. Education & Experience The successful candidate will be required to demonstrate the key competencies for a Grade 2 position as identified in TIIs Competency Directory, as well as the following job-specific requirements: A third level qualification (NFQ Level 8or equivalent) in quantity surveying or other related discipline deemed relevant to the role. 5 yearspost graduate experience in quantity surveying, ideally mainly in civil engineering and preferably large scale infrastructure projects. Be a Chartered Quantity Surveyor with RICS / SCSI, or be professionally registered at an equivalent level with a CICES, or be in a position to attain registration within two years from appointment to the position. Good demonstrable working knowledge of different forms of contract including GCCC, NEC and FIDIC. Strong commercial acumen with experience and technical knowledge in the cost, risk and time aspects of developing, operating and maintaining infrastructural assets. Proven experience in working within a multi-disciplinary team and working with internal and external stakeholders. Client and outcome focused. Strong numeracy and critical analysis skills. Strong communication skills (verbal and written). Good report writing and presentation skills required. Ability to review and interpret complex information and present it in summary form. Experience of using planning, estimating and risk software. Strong risk, financial, contract dispute and stakeholder engagement experience and skills. Motivated and dynamic individual able to work individually, or as part of a team. A good understanding of the public sector working environment.
