Job Purpose: As the Head of Human Resources (People and Culture), you will play a pivotal role in shaping our organizational culture and ensuring the strategic direction of our HR and Learning & Development initiatives align with our overall mission and goals. Reporting directly to the Chief Executive, you will provide leadership and guidance to our executive team on all HR-related matters.

Key Duties and Responsibilities:

Leadership and Strategy:

Define, develop, and implement the strategic vision and direction for Human Resources and Learning & Development.

Collaborate with the CEO and Executive team to align HR strategies with organizational objectives.

Oversee the strategic direction and management of the industrial relations environment.

Develop and update HR policies and procedures consistent with organizational strategy.

Foster effective working relationships with internal and external stakeholders.

Develop performance management strategies and cultivate a culture of excellence throughout the organization.

Implement best practice recruitment and retention strategies.

Develop strategies to transition from classroom-style training to e-learning environments.

Stakeholder Engagement:

Regularly report to the executive management team and CEO.

Attend and present as required to the Board of Management and the HSE.

Serve as the lead representative for the service at WRC on request.

Maintain a harmonious industrial relations environment.

Governance & Management:

Directly manage the HR and Learning & Development teams.

Manage KPIs within areas of responsibility, including starter and leaver processes, workforce planning, and retention levels.

Set and maintain compliance with staffing levels throughout the service.

Lead the recruitment process within the service.

Ensure regular training needs analysis are conducted by the Learning & Development teams.

Chair the Learning & Development committee and participate in other relevant committees.

Provide guidance and support to managers in the implementation of attendance policies.

Oversee governance of all rostering and time and attendance arrangements.

Be accountable for all resources and budgetary provisions within HR and Learning & Development.

Qualifications & Experience:

Bachelor's degree in human resource management or business management is essential.

Masters qualification or post-graduate qualification in HR, employment law, or a related discipline is advantageous.

Minimum of 7 years' experience in HR, with at least 2 years at management level leading a team.

Experience in a healthcare setting, preferably in disability services, is highly desirable.
