Description

The Role

Supporting the HR Manager, the HR & Superannuation Specialist will be responsible for the complete pension lifecycle for all current and former NTPF staff including NTPF pensioners while supporting all HR related organisational and transactional duties. The HR & Superannuation Specialist will be a key team member delivering on important aspects of the NTPF's Strategic Goal 5, to "create a strong, resilient and inclusive organisation where our people are empowered and our capabilities continually improved".

The key responsibilities of the role of the HR & Superannuation Specialist will include the following:

Pensions

· Provide an efficient, confidential, and accurate superannuation administration service as follows: process pension applications for retirement benefits, permanent infirmity pensions, pension estimates and for family law purposes.

· Process pension scheme contribution refunds for payroll.

· Assist with pension increases.

· Issue annual declaration forms to current pensioners.

· Provide data for the annual returns.

· Manage data for upload to the DPER National Databank.

· Process and issue leaver and annual benefit statements to current and former staff.

· Attend workshops and events associated with the pension schemes.

· Manage and maintain superannuation files for former and existing employees.

· Be knowledgeable of and keep up to date with the National Treatment Purchase Fund Superannuation Scheme (NTPFSS) and Single Public Service Pension Scheme (SPSPS) rules.

· Co-ordinate NTPFSS and SPSPS projects and produce reports as required.

· Act as a resource to provide information on AVCs / PRSAs etc.

Human Resources

· Supervise staff within the HR function reviewing and approving leave, performance, escalating to the HR Manager when required.

· Create and promote a positive working environment among staff members, which contributes to maintaining and enhancing effective working relationships.

· Participate in special projects and joint working arrangements.

· Contribute to governance tasks within NTPF including parliamentary questions (PQ's), annual reports, internal reporting, and procurement.

· Contribute to cross-organisational initiatives as required.

· Continuously improve HR service delivery by identifying challenges and recommending opportunities of improvement.

· Provide administrative support to the full life cycle of recruitment campaigns, rollout of learning and development initiatives and PMDS process.

· Prepare HR reports from HR Systems as requested by HR Manager.

· Ensure that the highest standards of customer service are met in carrying out the business of NTPF.

Other Responsibilities

· Engage in NTPF's performance and development system and ensure the appropriate documentation is provided to the manager in a timely manner.

· Performing all tasks necessary to ensure that the functions of the department are carried out and objectives set for the section are achieved in a timely and accurate manner.

Note: The functions and responsibilities assigned to this position are based on the current requirements of the NTPF. These requirements may change in line with changes in the roles, objectives or business requirements of the organisation.

The following are essential requirements of the position

· A minimum of 3 years' experience working in a similar role within a fast paced and highly administrative processed HR/Administrative/Superannuation function.

· Third level qualification (or equivalent) in a relevant HRM, Business or other closely related discipline.

· Awareness and understanding of current best practices and new developments in HR Management and Public Service Pension Schemes.

· Proven working knowledge of Civil and Public Service HR/Employment Circulars, guidelines, and policies.

· A proven track record of HR operation experience within the Public Service.

· Excellent interpersonal and communication skills including an ability to engage and liaise effectively with both internal and external stakeholders, building and maintaining healthy, positive, effective, and mutually respectful business relationships.

In addition, the following are requirements of the position:

· Be willing to become a superannuation specialist in public sector pension administration by attending mandatory training sessions and workshops.

· Must be capable and competent of fulfilling the role to a high standard.

· An ability to determine priorities, be flexible and organise workloads under pressure in order to achieve tight deadlines.

· Can act on own initiative in changing environments.

· Strong interpersonal skills to lead a team and engage with internal and external stakeholders.

· Report writing.

· Proficient in Microsoft Office suite of products.

· Previous experience in the public/civil service.
